The Bill overall was a loss, and voting on it made no difference. In fact, neither Obama nor Clinton voted on it, but the specific amendment in question needed 60 nay votes to fail inclusion, and it lacked only 3. Obama voted on that.

She's a little busy trying to save her campaign. She didn't actually abstain, she was NP -- not present.
